Weight, and why it is not a detail
The phenyl group makes the ester bulkier than plain propionate without extending release very far, so the testosterone fraction drops to roughly 77% while the half-life only moves from about 0.8 days to about 1.5. In a blend its job is to bridge the gap between the immediate propionate fraction and the slower isocaproate and decanoate components.
Where you meet it
Almost nobody buys phenylpropionate as a testosterone product. It is encountered in two places: as the second ester in Sustanon 250, and attached to nandrolone in NPP, where the same short chain is what distinguishes NPP from the far longer nandrolone decanoate.
